CSS (especially CSS3) can transform your web page from being a bland information document into a magnificent and interesting resource (you do need decent content, though!). Here are my favourite CSS resources.
List Tutorial. A useful resource for creating horizontal and vertical navigation lists using CSS. It also includes tutorials for second level navigation.
Responsive Website Design 1. This is my favourite tutorial on responsive website design.
